1. bush can not and did not declare war, it was congress, which was mainly democrats I mght add.
2. hitler was killing completely innocent people based on the fact tha they werent german. we arrest people of all nations, even a few americans, based on evidence that they may be terrorists, then it was investigated to see if they really were
